Why do eeglab and mne use the same steps to process eeg, and the final energy differs so much
If you used the same steps, the power spectral density would be identical. Thus, the only sensible conclusion is that you did not apply the same processing steps.
Note that even if 2 steps have the same “name” or description between MNE or EEGLAB, the arguments, the implementation may differ leading to small differences (nothing as large as what you share here).

I see big differences at the edges of the spectrum.
