The definition of phase-locking value(PLV) in python-mne is correct?

Please allow me to express my gratitude to your software,python-mne. I am a college student on neuroscience. In the following page, I found the PLV definition is given : PLV = |E[Sxy/|Sxy|]|.

The definition is different from that of in the reference ?Measuring phase synchrony in brain signals?.

Are these two equivalent or it is a mistake?I am looking forward to getting your help.

Thanks for pointing this out -- can you tell me/us what the definition
is in the reference "Measuring phase synchrony in brain signals"? I
don't have a copy of my own...
